Rwanda will decide whether to grant protection under Rwandan law, and those issued with asylum will be allowed to stay in the African country. “Some countries that do this spend an exorbitant amount of money on it with very few positives,” he said. Denmark, which has also held offshoring talks with Kigali, signed a memorandum of understanding on future cooperation with Rwanda in April but it is yet to strike an asylum deal. The Home Office’s aim is to discourage arrivals, which peaked at around 600 per day, but that Johnson said could reach 1,000, by making this route unviable and unappealing, and to insist asylum seekers should apply for protection in the first safe country they enter. “And would mean cost for UK taxpayer of sending people to Rwanda would be billions. Officials say single men trying to get to the U.K. by this route are more likely to be economic migrants. Where is that money coming from?” The first of such centers is expected to open in Linton-on-Ouse, North Yorkshire. The prime minister described the Rwanda deal as an “indispensable component” of the British solution and said the U.K. is “confident” the plan is “fully compliant” with its international obligations, but said he expects it will be challenged in the courts. It puts intolerable pressure on public services and local communities. I know at first hand that your country, Minister is a regional and international leader. I want to turn to one of those challenges now. This will support programmes to improve the lives of the people in Rwanda and develop the country, economy, job prospects, and opportunities. The British people are fair and generous when it comes to helping those in need, but the persistent circumventing of our laws and immigration rules and the reality of a system that is open to gaming and criminal exploitation has eroded public support for Britain’s asylum system and those that genuinely need access to it. It is a migration and economic development partnership with the country of Rwanda and UK. The tragic loss of life of people in the Channel and in the Mediterranean at the hands of these evil smugglers must stop.

Rather, we face a question of how large a role African nations should play in organising the global flow of migrants, and how much we can trust them. The Government has placed a bet on one of the continent’s leading stars. Like most things, this is a matter of balancing risks. Quite rightly, therefore, many Rwandans will be insulted by the analysis, offered this morning by many observers, particularly on the Left, that processing migrants there is an act of cruelty. What is the ultimate outcome of that? Some will quite naturally think of the Rwandan genocide in 1994, one of the most painful chapters in modern human history.

But the idea that the UK may send refugees in large numbers to Rwanda remains so outlandish that staff in the Home Office, Border Force guards and human rights lawyers are unsure whether it will actually ever happen. Senior counsels believe that plans to send those claiming asylum to offshore centres would breach three articles of the European convention on human rights and three of the articles of the refugee convention. The Home Office said a set amount of funding will be provided for each relocated person. Britain has promised Rwanda an initial £120m as part of an “economic transformation and integration fund”, but the UK will be paying for operational costs too. Migrants are subject to Rwandan immigration rules as soon as they land. While in the UK, they are, officials say.
