Answering times for 999 calls published for the first time, delivering on the commitment in the Beating Crime Plan.

We know one of our biggest areas of concern for 999 calls to the police are prank calls. People will be calling 999 when they are in need of emergency help, together we must ensure that the lines are not being put under pressure through things like prank calls aimed at wasting police time. We want the public to have access to the data as part of policing being open and transparent. The 999 Performance Data is helping policing understand the experience of the public from their point of view from the moment they dial 999. I also understand that some people may be concerned about whether they should be dialling 999 or not and in what circumstances. Prank calls, a lag time in connecting and inappropriate use of 999 to call for issues that are not emergencies, can all contribute to delays in answering. Going forward the data will be released at the end of each month for the previous month. An overall picture of a force’s effectiveness in answering emergency calls, considering these factors, will continue to be refined as the data collection continues. We will learn from this data in order to improve the speed at which 999 calls are answered so that the public can expect the fastest possible response when calling 999. Some police forces are already reviewing their telephony systems and working with BT to resolve this. Calling 999 can literally be a matter of life and death. This is the first time forces have been able to compare their answering times.

"My message to the public is always call 999 if a serious offence is in progress or has just been committed; if there is a threat to someone’s life, or they are in immediate danger or harm, or if property is in danger of being damaged; or if a serious disruption to the public is likely. Rachel Jones, assistant chief constable of West Mercia Police, said: “Most people only ever contact police on 999 when it as an absolute emergency and in a time of need; the public need to know they can rely on us and have confidence that when they do ring 999 their call is answered as quickly as possible. Without the time delay between the initial BT operator and West Mercia Police, the force's data estimates that 92 per cent of calls are picked up by West Mercia Police within 10 seconds.

She said the public could play a part in helping forces to be as responsive as possible by calling 999 only in an emergency - i.e. when someone is in immediate danger of harm or a crime is in progress. “We are absolutely committed to providing the very best service possible to the communities we serve and have already invested in new technology, which will help ensure we continue to direct our resources to where they are most needed." North East forces had among the highest rate of calls answered after a minute, with Northumbria Police ranking highest in that regard - 16% of callers had to wait longer than that to be answered. Ms Butterfield said recruitment plans and a reserve staff pool would help, adding: “We are investing in a number of measures to make improvements and get calls answered quicker." She said the figures fell “below the standard that our communities deserve" adding that the force is working hard to ensure those in need of help get through quickly. And Durham Constabulary, North Yorkshire Police and Northumbria Police were among the worst performers in England and Wales, according to Home Office data.

Meeting 999 response targets a 'challenge' amid budget cuts, police ... (Leigh Journal)

Only one police force in the UK is meeting a target to answer 90 of 999 calls in under 10 seconds, new data has shown.

Humberside Police recorded the worst number, with only 2% of calls answered in less than 10 seconds. The list is ordered alphabetically and reads, from left to right: name of police force; average (mean) answering time in seconds; percentage of calls answered under 10 seconds; percentage of calls answered between 10 and 60 seconds; percentage of calls answered after 60 seconds. Mr Todd said: “This is the first time police forces and the public have been able to see the time it takes to answer 999 calls from the call being made by the public, it being connected to the police by BT and local providers, to it being answered by police call handlers.” Here is a list of the average answering time for 999 calls between November 2021 and April 2022 for every territorial police force in the UK, except the City of London. The data only covers 999 calls intended for the police and does not include 999 calls for other emergency services. “We can now see where forces are excelling and where vital improvements need to be made and I thank the police for their commitment to ensuring we maintain the best emergency services in the world.” He also blamed the waits on “too many calls to police services right across the UK that are either prank calls or hoax calls or just inappropriate use of the 999 system”. “The complexity of those calls and the time taken to handle those calls is going up year-on-year at a time when police budgets are at best static and in some cases falling in terms of the support we’re able to provide for contact management centres. He told the PA news agency in Belfast that police services “deal with 12 million 999 calls a year from the public and that demand is going up 5% every year, year-on-year, so it is a difficult space in terms of demand for police service. Police Scotland aim to have a mean answering time of under 10 seconds, and recorded 10.1 over the period. Meeting a target to answer 90% of 999 calls in less than 10 seconds is a “significant challenge for policing” at a time of squeezed budgets, a police chief has said as new data revealed only one force in the UK is attaining the goal. Avon and Somerset Police was the only force to meet the standard, according to national statistics released for the first time by the Home Office.
