Horner threatens legal action as row over F1 budget cap claims ... (The Guardian)

Red Bull's team principal, Christian Horner, has accused Toto Wolff of 'hugely defamatory, fictitious claims' and threatened legal action against Mercedes.

He insisted he believes his team were within the budget cap set at $145m last year and adamant he would be willing to take action against the comments from rival teams. When the budget cap was imposed it was intended to be the first step in creating a level playing field in the sport, allowing the smaller team to begin the process of closing toward the big three. “I have full confidence in Mohammed, in the way he has conducted himself to this point in terms of being strict and being clear with the rules,” Hamilton said. That said, any breach has yet to be confirmed and the FIA will not comment while it makes its assessment with the conclusions on the teams’ cost submissions expected on Wednesday. Leclerc led the way on the final runs and Hamilton, pushing hard, could not match him but Verstappen, as the last man racing, was on a lap challenging for pole only to be told to pit. A failure to do so would have resulted in him starting at the back of the grid.

Red Bull, Aston Martin accused of breaching F1 budget cap (ESPN.co.uk)

There is growing speculation Red Bull and Aston Martin may have exceeded F1's budget cap in 2021. The financial data will be released next week.

In August, Ferrari team boss Mattia Binotto said: "The financial regulations can make differences between teams in the way they are interpreting and somehow executing it. Alleged breaches of the financial regulations, if any, will be dealt with according to the formal process set out in the regulations." Material sporting penalties include all of the above as well as exclusion and suspension from championships.

F1 budget cap debate explained: Punishments, decision date and ... (Sky Sports)

Toto Wolff and Christian Horner have clashed over allegations that Red Bull breached spending cap rules, shining a spotlight on the regulations that were ...

If you fraudulently breach the financial regulations, you will be losing your championship. No overspend has been allowed for the 2021 season. A reduction of a team's cost cap is another potential sanction. However, nobody has openly called for such a punishment at this stage. However, when the cost cap was announced in 2019, F1's managing director Ross Brawn said: "This has teeth. That is an open secret in the paddock." He also claims they are using used parts and have significantly reduced development in order to comply. The FIA have insisted any breaches would be "dealt with" according to the regulations, but also insisted that the current speculation around Red Bull is "unsubstantiated". There is a possibility that constructors' and drivers' championship points could be deducted, or the team could be suspended or excluded from a championship completely. If a team has overspent by more than five per cent, it would be regarded as a "major" or "material" breach and the punishments are likely to be harsher. Wolff claims that minor breaches could allow teams to spend an extra £7m - and that if the penalties are light, then all teams would be willing to break the rules in future. An overspend of less than five per cent would be considered a "minor" breach of the rules and would carry less severe penalties.

He was at the time he was winning with Renault and I think he is today. I think that was the beginning of Fernando’s sheer determination to go and show what he could do. “Fernando was stuck in the pit box the whole time because of mechanical issues, but they managed to get his car out for one run at the end of the day. “I think he is the best driver in the world. I was in a team principals’ meeting and he and his race engineer couldn’t agree, and the race engineer put more fuel in the car. I think the most impressive thing was that he could be fast for 100% of the race, and it’s rare to see drivers who can do that.” It was one of his best qualities, that even if the balance was not good he could manage to be fast in adapting his driving style, and you don’t [often] see that around [with other drivers]. Alongside Alonso for the most part of his debut season was Tarso Marques, who had already competed for Minardi in 1996 and 1997. “Throughout that year, Fernando proved time and time again that he could put an uncompetitive car in a competitive position. “Once Fernando got into the pit lane and out of the car, everyone was hugging him and grabbing him, and they were just elated that he’d managed to achieve that. We had a very short timeframe to put the whole team together, which was six weeks and three days from when I acquired it to when we had to fly to Melbourne [for the first race]. Indeed, manager Flavio Briatore agreed to let Minardi run Alonso for his debut F1 campaign, ahead of a planned promotion to the Benetton-Renault team run by the Italian.

His tyres were shot and he was forced to pit for new rubber and emerged from fifth place in 14th at the back of the field. Yet the win he required was long gone as his teammate closed out his victory with calm assurance. Hamilton stopped, too, for a new front wing and rubber, and Verstappen followed a lap later. This was Pérez’s first win at the Singapore GP and the fourth of his career. He managed to keep going and rejoined in front of Verstappen in fifth but with a damaged front wing.
