Procedural Breaches can result in Financial Penalties and/or Minor Sporting Penalties (in case of aggravating factors) as detailed in the Financial Regulation. The Cost Cap Administration has several options when dealing with an alleged breach of the Financial Regulations. The FIA Cost Cap Administration notes that all Competitors acted at all times in a spirit of good faith and cooperation throughout the process.

Red Bull Cost Cap 'overspend' breach reveals this FIA (TheJudge13)

The FIA has revealed the results of the 6 month plus adult it has undertaken the Formula One teams' spending submissions for the 2021 season.

Manufacturers of course have power unit spending outside the cost cap this season and they may be blurred lines as to where certain spend should sit. This incurred a $25,000 fine which will not be subtracted from the following seasons spending totals. FIA confirm Red Bull guilty of minor budget cap overspend ... (PlanetF1)

The FIA have confirmed Red Bull have committed a minor overspend breach on the 2021 budget cap, while Aston Martin had a procedural breach.

The Financial Regulations allow for a range of options in the case of a minor overspend breach, as previously outlined. Without the ability to chuck money at development and research, the budget cap means an overspend, in theory, could result in more speed on track. An agreement within the FIA’s Cost Cap Administration and Williams was already made earlier this year, a path likely to be followed for Aston Martin’s procedural breach. Aston Martin, meanwhile, have also been found in breach of the Financial Regulations. The budget cap of $145 dollars restricts an F1 team’s spending in the areas pertinent to competition, i.e. Teams who have complied with the spending cap have now received their compliance certificates for 2021 with Ferrari, McLaren, Mercedes, AlphaTauri, Haas, Alpine and Alfa Romeo all being given their certificates.
