Both of these extremes must be avoided if we are to address the real problems at this moment. We all should long and plead that God would usher in that day, because repulsive and heartbreaking videos such as the one from Memphis are almost too much to bear. The grief is so heavy. That the officers happened to be Black serves as confirmation that this is a systemic problem in our policing system requiring real reform. The pleas from community leaders not to riot in response. We wept during the Lunar New Year massacre in Monterey Park, California, that killed 11 people. We wept as a man lay haplessly on a football field during a nationally televised game.

But as such talks begin to take the form of concrete proposals, it is crucial to recognize and abjure one particular false start—the idea of replacing individual liability for officers with liability for police departments themselves. Policing is a difficult and dangerous job, and officers rely extensively on the trust and cooperation of the communities they police to be effective. [the law enforcement community itself](https://www.cato.org/study/how-qualified-immunity-hurts-law-enforcement).
