Chelsea summer transfer plans emerge as Todd Boehly makes big ... (Teamtalk.com)

A report has revealed what Chelsea will do in the summer after spending an astonishing £490m on new players since Todd Boehly became chairman in last year.

Everyone involved with the Prem and European football is stunned by how much Chelsea have managed to spend. Chelsea sources ‘insist there is no such thing as a Boehly signing’, with Potter and his coaching staff playing a big role in deciding which players were captured. This means Boehly could potentially make a profit if he had to sell one or two of them. And the 16 new arrivals are viewed as a long-term investment. Chelsea have gone on a transfer rampage in the last nine months or so, completely revamping their squad with 16 new arrivals. After several weeks of discussions, Chelsea eventually agreed to pay this sum for their top January target.

Frustrated Chelsea held by determined Fulham in derby stalemate (The Guardian)

Chelsea · 1. Kepa Arrizabalaga · 24. Reece James · 6. Emiliano Thiago Silva · 4. Benoit Badiashile · 32. Marc Cucurella · 23. Conor Gallagher · 5. Enzo Fernandez · 19.

Madueke went to the right and Sterling, stationed on the left, became the latest to try his luck against the tenacious Tete. Bored out of his mind, Mitrovic then tried to score from the halfway line. With 10 minutes left the young Ivorian striker almost won it, racing through and rounding Leno, only for Tim Ream to clear his shot off the line. It was Fernández who sparked one of Chelsea’s better moment of the opening period, his ball over the top sending Mason Mount through to cross for Kai Havertz, who stretched and fired over from close range. The shot was blocked and Palhinha drilled the rebound over. Palhinha picked up yet another booking after cleaning out Mount and there was also the moment when Fulham’s assistant coach, Luis Boa Morte, exchanged some furious words on the touchline with one of Potter’s lieutenants, Björn Hamberg. Fernández was quickly involved, catching the eye with his switches of play, even showing appetite for the battle when he refused to let Aleksandar Mitrovic intimidate him early on. The window had passed by in a blur, eight new players arriving, culminating in the capture of Fernández on deadline day, but whether any of it is going to work is another thing. Reminders of the past jostled with the future. Rustiness did not appear to be a problem for the man pulling the strings for Chelsea in midfield. Does anyone know what Pierre-Emerick Aubameyang plans to get up to when Chelsea face Borussia Dortmund in the last 16 of the Champions League? Being generous, this is merely the start of a rebuild.

Match report: Chelsea 0 Fulham 0 (Chelsea FC)

There were some promising signs of what the future might hold for Chelsea, with several new signings on show and old favourites returning from injury, ...

There was a change at half-time by Potter, with one new arrival making way for another, as Noni Madueke came off the bench to make his Chelsea debut in a straight swap on the left flank. Next up to be left with his head in his hands was David Fofana, who had come on to make his second appearance for Chelsea. The Fulham midfielder was only shown a yellow card following a VAR review, but could count himself doubly lucky it wasn’t his second booking after avoiding censure for a cynical foul on Fernandez in the first half. First he was at full stretch at the back post to meet Mount’s pass across the face of goal, but a crucial touch by Tim Ream altered the flight of the ball at the last moment and prevented the German controlling his effort. Havertz must have been starting to wonder just what he would have to do to get on the scoresheet in this game as he went a whisker away from opening the scoring once again, right on the stroke of half-time. [Enzo Fernandez](https://www.chelseafc.com/en/teams/profile/enzo-fernandez), who was given his debut by [Graham Potter](https://www.chelseafc.com/en/teams/profile/graham-potter) at the earliest opportunity, just days after signing for the Blues from Benfica. [Kai Havertz](https://www.chelseafc.com/en/teams/profile/kai-havertz) and [Hakim Ziyech](https://www.chelseafc.com/en/teams/profile/hakim-ziyech) continued in our attack, but were joined by [Mykhailo Mudryk](https://www.chelseafc.com/en/teams/profile/mykhailo-mudryk), who started his first game for Chelsea after coming off the bench at Anfield. Painfully, though, the ball came back off the top of the near post and spun crazily across the goalmouth before being hooked clear by the visiting defenders. However, for all that we had started to look the most likely to find a breakthrough, it took a brilliant save from Kepa to keep things goalless at the other end. He spun towards goal with his first touch before firing a powerful drive low at goal, but Kepa stretched across to claw it away from the bottom corner. [Thiago Silva](https://www.chelseafc.com/en/teams/profile/thiago-silva) captained the side. [Kepa Arrizabalaga](/en/teams/profile/kepa-arrizabalaga) had produced one impressive save to deny Andreas Pereira, it was the home side who kept coming closest to finding a breakthrough.

But in the end it was another disappointing outing for Potter and his players and they now have a huge task on their hands to finish this season where they want to be in the Premier League. "We knew it would be difficult - they had more time to prepare the game. Chelsea boss Graham Potter: "There was a lot of positivity and good feeling from the start of game but we didn't do enough in terms of our attacking play to create more, which is something we need to do. From the first minute the players understood really well the plan and executed it well as well. And it's easy to see why as it's so difficult to put a team together." It's going to take a lot of time for players to settle in. "I'm confident with the potential we have, the quality in the group. I think it's because Graham Potter hasn't had time to work with them, he hasn't had time to develop them. In the end it was superb defending but the new arrival will feel he should have scored. Potter later revealed the Ukraine international had been suffering with a "heavy cold". He was subbed off at the break for Madueke. After the break, he demonstrated his threat from distance too, shooting narrowly wide.

David Datro Fofana- The Premier League debutant so nearly became the hero in the 79th minute. Showed some urgency to get the ball moving up the pitch and some good energy. Mykhailo Mudryk - Showed his impressive speed and an eye for a cute pass but was ultimately less impressive than on his debut. Kai Havertz - It's a game of fine margins as Kai Havertz saw the offside, the ball trickle wide and a lob hit the post. Undoubtedly would have liked to do better with his wayward shot in the first half but looked to provide plenty of threat with first-time passes and produced an outstanding ball for Kai Havertz to hit the post. Conor Gallagher - Benefitted from the presence of Fernandez and looked more comfortable because of it. Presented a challenge as Fulham's midfield split wide of him but was unafraid to try and take over in dictate when Chelsea required a goal in the dying minutes. Battled well against Mitrovic and showed some precision timing to knick the ball away from a plethora of Fulham feet. Showed impressive pace to put pressure on Fulham's breaks and was very strong in the tackle too. 6. Reece James - Quickly added width on the right that Chelsea have missed in his absence and showed some impressive strength in battles against Aleksandar Mitrovic. Kepa Arrizabalaga - Pulled off an outstanding save to deny Andreas Pereira in the opening half of the match and was generally composed on the ball under pressure though one shutdown clearance may have left the Spaniard worried.

His rapid pace was on display once again, but it would be disingenuous to ignore some of his more 'raw' technical attributes. [Graham Potter's](https://www.mirror.co.uk/all-about/graham-potter) men welcomed local rivals [Fulham](https://www.mirror.co.uk/all-about/fulham-fc) to Stamford Bridge in the unfamiliar position of being sat below their neighbours in the [Premier League](https://www.mirror.co.uk/all-about/premier-league) table. It ended all square in the form of a 0-0 draw that saw both sides squander chances. [Marco Silva's](https://www.mirror.co.uk/all-about/marco-silva) men did a good job of nulifying Chelsea's attacking threat while playing to their own strengths. [Chelsea](https://www.mirror.co.uk/all-about/chelsea-fc) were given their first opportunity since the transfer window shut to show off their expensive new signing after forking out an astonishing £323million in January. Within two of those minutes he nearly found the winner, with Fofana latching on to a Gallagher pass and rounding the onrushing Leno, the striker left Issa Diop on the floor with the goal gaping. Mykhaylo Mudryk's arrival in West London now feels like a lifetime ago, such was the nature of the Fernandez saga and Benfica's reluctance to let the midfielder leave, but the former Shakhtar Donetsk ace was also given a first start. While Fernandez is not the biggest midfielder from a physical sense, he made sure his presence was felt with his ability to pop up in pockets of space to thwart Fulham attacks before they even got off the ground. He proved how his defensive strengths can be used as a springboard for attacks when he pinched the ball back in the middle of the park and played an inviting through ball into Hakim Ziyech's path, but the Moroccan fired wide. [Reece James](https://www.mirror.co.uk/all-about/reece-james) to build a [Chelsea](https://www.mirror.co.uk/all-about/chelsea-fc) attack, though it amounted to nothing. The best chance of all fell to Chelsea's David Fofana, but his strike was blocked by Tim Ream on the goal-line when Fulham goalkeeper Bernd Leno was left stranded. The Cottagers actually started the clash the better of the two, but it was a scrappy affair that arguably better suited the visitors.

Won his fair share of balls on the ground and in the air as a valuable out ball for Fulham’s defence and almost got a shot away when Willian headed a ball across the box. He nearly picked out Mitrovic with a low ball into the box as the Whites surprised Chelsea with a strong start to the second half and had a shot saved by Arrizabalaga after running 60 yards to get on the end of Willian’s square ball. The former Sporting schemer’s will to win the ball was undimmed, though, and he kept pinching the ball from the opposition throughout a terrific display. Back in the team for the derby and he was a rock in the middle of an resolute Fulham defence. Diop was composed in possession and one of the highlights of the evening saw him break up a Chelsea attack and then sprint seventy yards to support a Fulham break along the right flank. Bernd Leno: The German goalkeeper didn’t have a shot to save and got away with a rare error of judgement when he dashed out of his area and was rounded by substitute David Datro Fofano.

The concerning Chelsea trend that leaves Graham Potter entering ... (The Independent)

The Blues boss has now returns six blanks in 15 games in charge after being held by Fulham at Stamford Bridge.

It would be wrong of me to think I’m in Brighton or back at Ostersunds, we’re at Chelsea, the numbers are different, the ambition is different in terms of where we’re trying to get to.” That is why Potter is into the unknown here in so many ways, not least trying to keep this squad happy. It was almost nothing like the electric football the leaders play now but was the foundation of it. They are conscious of how complicated it is to impose an entirely new tactical approach on a squad, especially one they are in the process of “regenerating”. There may be an argument that many of their signings didn’t play but even the two that did - and two £80m-plus players at that - would represent significant change after January for almost any other club. It was the foundation of another positive result for his side, and another blank for [Graham Potter](/topic/graham-potter).

Chelsea set to ask to be exempt from Premier League spending ... (Goal.com)

Chelsea are set to ask for an exemption to Premier League spending rules despite their lavish outlay since Todd Boehly took ownership of the club.

THE BIGGER PICTURE: The measures were imposed due to the oligarch's links to Vladimir Putin following the invasion of Ukraine by Russian forces in February 2022, with Chelsea punished as a result. The Blues have come under plenty of scrutiny for their spending habits, but they are planning on asking for an exemption from the Premier League's spending rules after previous owner Roman Abramovich was sanctioned by the British government last year, according to the Chelsea have splashed more than £600 million ($723m) in the last two transfer windows on 17 new players, including eight in January.

Don't miss your chance for a free flutter on the weekend's action, valid on all sport including horse racing! In total Chelsea have signed 16 players this season, while some new additions - including Badiashile and Pierre-Emerick Aubameyang - have not even made the cut for their 25-man Champions League squad. Since then, Boehly and the ownership group have invested heavily in Chelsea's playing squad, [forking out more than £500million](https://www.dailystar.co.uk/sport/football/steven-gerrard-chelsea-graham-potter-29014319) across two transfer windows - though that has now put the club at risk of breaching Financial Fair Play (FFP) regulations. Abramovich sold Chelsea to Boehly and co. But their hopeful request at receiving some kind of exemption will unlikely sit well with other Premier League chiefs after their eye-watering transfer spend. Premier League rules state clubs are allowed to lose up to £105m over the course of a three-year period. By doing so, the British government placed a freeze on Chelsea's assets, banning the club from making any transfers while also prohibiting them from selling new tickets and any merchandise. Chelsea – Fulham: Money Can't Buy Goals (0-0) – Between The Posts (Between The Posts)

A great case in point came in the first Premier League match after the end of the 2023 winter transfer window. Chelsea have spent over €610 million this season ...

Indeed, this is something that Chelsea were able to exploit thanks to the ball-winning ability of Fernández (who made a match-high of six tackles), but like Fulham their attackers could not apply the finishing touch. So, in the end, both sides had to make do with a goalless draw. David Datro Fofana came on for the last quarter of an hour and made a decent impact, most notably rounding the keeper in the 79th minute but having his shot blocked on the goal line. However, Chelsea’s usage of a three-player midfield meant that they could go player-for-player in the region, so Fernández often stepped up to Reed. The second period followed a very similar pattern to the first. After going out and spending close to a third of a billion Euros on winter transfers, it was high time for Chelsea to turn things around on the pitch. Although they lined up in a 4-2-3-1 formation on paper, Chelsea looked a lot more like a side using a 4-3-3 shape in possession as Gallagher got forward and left Fernández alone in defensive midfield. If anything, it was Fulham who had a better blueprint for breaking down the opposition block with sustained possession. The other two Chelsea midfielders never really dropped deep and were well-marked by Fulham their opposite numbers, so the home side really could not play through the middle. They say money cannot buy success, and that is at least partly true in the world of football. The big question looming for Chelsea is how quickly they can integrate their new signings into the team. Fulham, on the other hand, have been great at edging out wins in very close matches, which is why they started this match up in seventh place.

The Premier League teams drew a blank at Stamford Bridge.

The moment Chelsea fans craved almost arrived with 20 minutes remaining. Then, on the stroke of half-time, Chelsea’s moment looked to have arrived. It was a let-off for Chelsea, whose defence had afforded Pereira too much space.
